New Regulations in Asturias on the management of defibrillators

Since the last 28 in September, many entities of the Principality of Asturias are obliged to have defibrillators and trained personnel to use them in their facilities.

El Decree 24 / 2016 of the 28 of September regulates for the first time installation and use of defibrillators in the Principality of Asturias outside the health sector. Asturias joins Andalucía, Canarias, Cataluña and Euskadi as the only autonomous communities that regulate the installation of defibrillators with obligation depending on different aspects.

The new Decree repeals the old 24 / 2006 of the March 15 in which only regulated the training and use of defibrillators, now being a single decree that includes training, maintenance and installation of defibrillators.

The time that Asturian companies and entities that fall within the norm have to incorporate the equipment and training is of 12 Months of time to comply with regulations and they will be obliged to have this equipment:

-The Commercial Centers, individual and collective that have a built surface for the exhibition and sale to the public of more than 2.500 square meters

-Transport Facilities: Airports and commercial ports, bus or railway stations of populations of more than 50.000 inhabitants, and train or bus stations with an average daily influx equal to or greater than 2.000 people.

-The establishments, premises and facilities where public spectacles and recreational activities are held with authorized capacity greater than 750 persons

-The sports facilities in which the average daily influx of users is equal to or greater than 500 people

One of the most important aspects is the training on the use of these defibrillators, where we observe that the regulations are very strict when it comes to training non-health workers, the training must be taught by an entity accredited by the Principality. It is important that the companies that hire defibrillators make sure that the entities are included in the registry, in our case we publish on our website the document that accredits us as a training entity.

One of the most frequent questions in communities that launch regulations is on the cost of services, really the cost is very low as Rubén Campo comments can even be obtained free of charge through the Lifeguard Project .. The entities that acquire cardioprotection services usually do it through Renting, in our case the approximate cost of a full service is between the 50 and 85 Euros depending on the people to be trained, type of showcase and type of defibrillator .. In options of purchase defibrillators have a cost of between 1.000 and 1.500 Euros to which must be added the cost of the showcase, posters and training. Campo also recalls that the training on defibrillators can be rewarded so that companies can deduct it. Another important aspect is the maintenance where you have to be especially careful, since depending on a model or another defibrillator batteries range from the 40 Euros to the 500 Euros and customers should know that they should always change the battery because it wears out even if the defibrillator is not used.
