Who can use a defibrillator in Spain?

This is one of the most common questions and the truth is that the defibrillator It can be used by all those people who have the minimum basic knowledge that is necessary to know how it works, after completing a training program that deals with the different situations when the AED (automated external defibrillator) should be used and on its very use. Each autonomous community regulates its use by means of a Decree Law. Find the regulation of the community to which you belong. 

On the other hand, in Spain 7 are the autonomous communities that require cardioprotection in different public spaces that have a high attendance of people or particularly that are sensitive to cardiac arrest.

Use of the defibrillator Autonomous Communities - Regulations / Legislation

Today we will focus on the communities where the installation of defibrillators is mandatory: Canary Islands, Catalonia, the Basque Country, the Community of Madrid, Andalusia, the Valencian Community and the Principality of Asturias. The fact that there is no national regulation in Spain, that regulates homogeneously where and how there should be defibrillators as well as the staff that can use it, these regions establish their own requirements.

All of them have their respective decrees, and although they have aspects in common, they present important differences, and among them are the location of the equipment and people that are authorized for their use. Each one made their establishment according to what they thought was best to save lives.

  1. Andalusia: This legislation establishes that only people who have training in approved CPR or professionals can use the defibrillator. As in Asturias, every intervention carried out outside the hospital environment must notify the Health Emergency Services.

  2. Asturias: it is established that only people who have sanitary training or approved CPR training are authorized to use the defibrillator. In turn, before performing your intervention, you have to communicate with the emergency services.

  3. Canary Islands: in its legislation regarding the employment of DESA, it authorizes any person who is in an emergency situation in the face of cardiac arrest, without having accredited knowledge and as long as a person who is trained, is not in the vicinity You can activate the device and make use of it, by contacting 112 to receive the relevant instructions to care for the affected person.

  4. Catalonia: It is recommended that professionals or those who have CPR instruction be those who intervene in cases of cardiac emergency. If there is no one with this knowledge, anyone can activate the defibrillator and act after calling 112 and receiving the instructions until the ambulance arrives.

  5. Region of Madrid: as in the Canary Islands, Catalonia, and the Basque Country, anyone can intervene if there is no one in the area trained. The preferred use continues to be for healthcare personnel or those with training. In both cases, you have to inform 112 and attend to their instructions until the emergency services arrive.

  6. Valencian Community: this legislation establishes that in cases of emergencies and in the absence of people who have CPR knowledge, anyone can use a defibrillator. In the same way, the most appropriate thing is for the intervention to be carried out by those with the relevant training.

  7. the Basque Country: in this legislation, it is allowed that the person lacks the pertinent CPR training and can use a defibrillator if he / she is facing cardiac arrest outside the hospital environment, always with preference for health workers or instructed people. You will also need to contact emergency services.

What are the types of defibrillators that we can find? 

  1. External semiautomatic defibrillators: they are those that analyze the heart rate and indicate that it is necessary to make a discharge, but this leaves the decision in the hands of the rescuer. 

  2. External automatic defibrillators: they are those that analyze and if in case they consider that a download is necessary, what they do is indicate that they are going to download and they do it automatically. The defibrillator can deliver this electrical shock to the heart.
