Regulation of Aragon on external defibrillators

Decree 30/2019 that regulates the use and installation of defibrillators in the Community of Aragon
Decree 30/2019 of February 12, 2019 issued by the Government of Aragon, by which it regulates the use and obligation to install automatic external defibrillators (DEA) and semi-automatic (DESA) in non-health establishments. This decree repeals the previous ones and adds some obligations with respect to the previous one.
The object remains to regulate the requirements for the installation of defibrillators outside of the sanitary field, to mark the communication procedure of their installation, as well as the requirements for the use of them and the accreditation of the training entities.
Finally, it clarifies the details of the documentation to be delivered to register the installation of a new defibrillator or the modification of an existing one, and adds some details such as the location in a visible and accessible place, necessary signage, etc. In addition to referring also to defibrillators that are on public roads or in vehicles.
In short, this decree is one more step in the race against cardiac arrest for the Autonomous Community of Aragon, which continues to expand the previous regulation to add aspects that did not appear previously or to qualify existing ones to continue in the fight against cardiovascular disease. protection.
The most notorious aspect is found in the section on installation of defibrillators, since in addition to recommending as the previous decree, this time it adds a series of spaces in which a defibrillator will be mandatory.
According to this decree 30/2019 of February 12, it is mandatory to install a defibrillator in the following spaces:
Some of these spaces are:
- Large commercial areas with more 2500 square meters.
- The airports.
- Train and bus stations located in towns with more than 25000 inhabitants.
- The educational centers, sports areas and swimming pools with more than 300 people of capacity,
- Workplaces with more than 250 workers.
- Public centers with capacity greater than 500 people.
- Residences with more than 200 beds.
- Hotels over 100.
- Local police patrols
Training for the use of external defibrillators
Regarding the training on the use of external defibrillators, it maintains similar characteristics to the previous norm (Decree 229 / 2006), giving as a novelty more importance to the practical part in the sessions of both the initial courses and the subsequent renovations. For its use, non-medical or nursing staff must have the corresponding accreditation, which will be obtained by meeting the requirements (be of legal age and have the title of school graduate or equivalent) and developing and overcoming the training courses taught by the centers and institutions authorized to do so.
These training courses consist of 8 theoretical-practical hours, which will be valid for 1 year, and must subsequently carry out a recycling of 4 hours.
Institutions, companies, establishments or non-health services that have an external defibrillator, must communicate to the Provincial Service of the Department responsible for Health, the availability of the DESA defibrillator and the trained personnel for its management. In addition, they will have two sets of patches and a complete kit of oxygen therapy.
Location of the defibrillator within the cardioprotected space
The defibrillator should be located in an accessible place, with enough space for its use and be properly signaled.
Maintenance of the external defibrillator
To ensure the proper use of the defibrillation device, the necessary revisions and maintenance will be carried out, following the manufacturer's instructions.
Action protocol in case of using the external defibrillator
In case of using a DESA, it is necessary to communicate the intervention, in the immediate moment of use, to the emergency services in order to guarantee the continuity of care and medical follow-up of the affected person, and later, complete the assistance sheet provided. the patient to send it to the Sanitary Emergency Center of the 061, as well as the computerized copy of the event collected in the defibrillator data system.
