Regulations on external defibrillators in Euskadi
Regulation / obligation of installation and use of external defibrillators in the Basque Country, legislation characteristic of cardioprotected spaces in Euskadi, maintenance of external defibrillators and training for their use.
Basque Country Legislation that regulates the installation and use of external defibrillators
The regulation that regulates the installation and use of defibrillators in the Autonomous Community of the Basque Country, is the decree 9 / 2015, which was published in the Official Gazette of the Basque Country (BOPV) dated 4 in February of the 2015 year. In this decree we can check which are the establishments that have the obligation to have a Defibrillator in their facilities:
"A) Large commercial establishments, individual and collective. "
While it is true that we do not define what we call a "Grand establishment", if we go to Article 3, point 1 of this decree, we find that
"The premises within the same precinct must have an external defibrillator in such a way that the optimal response time to attend the affected person from the nearest defibrillator under normal conditions, is in accordance with the guidelines established in the Pulmonary Cardiopulmonary Recovery guidelines. (RCP).
The premises included in these establishments that have more than 700 m2 of built-up area dedicated to the attention of the public and an independent entrance must have their own DEA. "
This is why we can affirm that any establishment of more than 700 square meters has this obligation, whether it is located within a larger enclosure or is alone.
"B) The following transport facilities: airports and commercial ports. Bus or railway stations of populations over 50.000 inhabitants, and subway, train or bus stations with an average daily influx equal to or greater than 2.000 people.
c) Public establishments, facilities, shows and recreational activities with authorized capacity greater than 700 persons.
d) Educational centers with a capacity equal to or greater than 2.000 people. "
It must be emphasized that the regulations on external defibrillators refer to the AUTHORIZED APPROPRIATE, being irrelevant whether it is full or not.
Requirements and obligations for the maintenance of an external defibrillator in the Basque Country
As stated in Article 5, "To ensure the conservation and maintenance of the AEDs in accordance with the instructions of the manufacturing company, the natural or legal persons holding the spaces where they are installed will develop a record of preventive and corrective maintenance in any type of physical support in which The following aspects should be reflected:
Date of intervention
The person responsible for maintenance
The maintenance measure carried out (corrective in case of breakdown or preventive as indicated by the manufacturer of the appliance).
Name and signature of the intervening person. "
It is important that this information is in "Any kind of physical support".

"2) The presence of the labeling corresponding to the emergency telephone number 112- SOS Deiak, according to its official logo."
"3) The instructions for its use (Cardiopulmonary Resuscitation Chain, CPR), which must be attached to the AED, must be visible and be written in Basque and Spanish."
We must bear in mind that the existence of a defibrillator in a location is important ... But we must not forget that both the equipment and its consumables should be in perfect condition, since the effectiveness of the resuscitation process would decrease in effectiveness if everything is not in perfect condition:

Defibrillator with charged battery and expiration per day
Although not all defibrillators incorporate it, it is recommended that the team have the so-called First Intervention Kit. This Kit is not mandatory by law, but it will help us to work more easily if needed. And, what is recommended to incorporate this Kit?

Notification on the use of a defibrillator calling the 112 and Osakidetza
Article 7 reminds us of the obligation to call the emergency telephone number 112 - SOS Deiak, as required by the survival chain:
"Every action with an AED must be immediately preceded or followed by the communication to the emergency telephone number 112 - SOS Deiak, in order to urgently activate the entire survival chain."
And the obligation also to transfer the records of the performance that are registered in the device:
"B) Documentary record that the team provides, preferably digitally in the case of those devices with the possibility of having memory."

And who can use a defibrillator in Euskadi?
Well anyone who communicates to the emergency system 1.1.2 SOS DEIAK that has in front of you a person in cardio respiratory stop.
Although there are no mandatory training requirements to be able to use a defibrillator (as in most Autonomous Communities), from PROJECT SALVAVIDAS, we recommend training for knowledge of the use of the device, as well as for CPR practices and refreshing knowledge that we acquired some time ago ... but which (fortunately and / or unfortunately) we have lost by not using them.
