Regulations of the Autonomous Community of Castilla León on the installation and use of external defibrillators
The legislation for the use of defibrillators in the Autonomous Community of Castilla León, by which its use is regulated by non-sanitary personnel is regulated according to Decree 9 / 2008 of 31 of January.
The purpose of this regulation is to regulate the requirements for the installation and use of external defibrillators by non-health personnel, requirements for the training of personnel and entities or companies responsible for providing such training on the use of external defibrillators, in addition to the tasks of inspection, control and creation of a registry, relative to the use of the defibrillator.
This decree, considers non-health personnel all those people who are not in possession of the title of Bachelor of Medicine or Diploma in Nursing
Requirements and obligations for the installation or use of an external defibrillator in Castilla León
Entities or companies that wish to install or have an external defibrillator, for use by non-health personnel, must have a visible and marked space for their location, have identified the brand, model and serial number and be authorized and registered in the Registry regarding the use of DESA by non-health personnel of Castilla y León. They must guarantee their conservation and maintenance, being the owner of the company or entity responsible. You can make use of the DESA those non-health personnel with adequate training, who is in possession of the authorization regulated by this Decree and registered in the Registry regarding the use of DESA by non-health personnel of Castilla y León. You can make use of the DESA those non-health personnel who have an authorization from another autonomous community, and who is registered in the aforementioned Registry.
Each use of a DESA entails the obligation to contact the 112 telephone and prepare a report that will be sent, within a maximum period of one week, to the General Directorate of Planning, together with the information of the episode registered in the DESA.
The Directorate General of Planning will be responsible for authorizing the installation of the defibrillator and the 5 years will perform an inspection to renew or not, the authorization to continue installed the defibrillator.
Requirements to provide training on the use of defibrillators in Castilla León
The entities or companies wishing to provide training related to the management of DESA by non-health personnel must be in possession of authorization and be registered in the Registry regarding the use of DESA by non-health personnel of Castilla y León
The teaching staff who provide the training must have accreditation or certification as an instructor in basic or advanced life support.
The entities or companies that provide the training, after the completion and passing of the corresponding evaluation tests, will deliver the documentation of its use to the General Directorate of Planning and will be responsible for issuing the certification, which will be valid for two years. and after two years, recycling must be done.
The initial training will be for a duration of 8 hours and must be taught by an instructor accredited by each 8 students and must be recycled every two years with a duration of 4 hours.
