Regulations on external defibrillators in Andalusia

Regulation / obligation of installation and use of external defibrillators in Andalusia, legislation on training in external defibrillators, facilities for cardioprotected spaces and their maintenance throughout the Andalusian community.

 

Legislation that regulates and obliges the installation of external defibrillators in Andalusia

 

In Andalusia, the use of external semiautomatic defibrillators by non-medical personnel is regulated in Decree 200 / 2001, of 11 of September, by which the use of external semiautomatic defibrillators is regulated by non-medical personnel in the Autonomous Community of Andalusia. Today we know that for many decades we have directed all efforts toward the hospital and extra-hospital treatment (ambulances) of cardiorespiratory arrest (CRP), with prevention being the most powerful weapon.

Through the installation of automatic external defibrillators in public and private spaces, and basic training for people in their handling, we are ensuring that the general population is able to act before a CPA, increasing the probability of survival of the victim and reducing the possible sequelae cerebral.

 

The Andalusian legislation indicates that the spaces required to have a defibrillator DEA / DESA are:

The large retail areas.

Airports and commercial ports, stations or bus stops or railroad towns of more than 50.000 inhabitants, and subway stations with a daily influx of people from 5.000 people or more.

The facilities, centers or sports complexes with 500 or more daily users.

Public establishments with a capacity of 5.000 people or more.

Who can use a defibrillator in Andalusia?

Graduates or graduates in Medicine or Nursing, and technicians in health emergencies (TES).

Anyone who can verify basic and minimum knowledge in terms of cardiopulmonary resuscitation (CPR), basic life support (BLS) and use of the defibrillator.

 

Online registration of defibrillators installed in Andalusia

On June 12, 2013, the Order regulating training in the use of defibrillators DEA DESA is published in the Official Gazette of the Junta de Andalucía.


Order of June 4, 2013, which determines the necessary training for the use of automated external defibrillators outside the health field.

The purpose of this Order is:

a) Determine the minimum skills and knowledge that are necessary to be able to use an automated external defibrillator outside the healthcare setting.

b) Determine the minimum contents of the training course on cardiopulmonary resuscitation, basic life support and automated external defibrillation and its development.

c) Determine who can issue the diplomas or certificates that prove the possession of the minimum knowledge required for the use of an automated external defibrillator outside the health field.

Minimum skills and knowledge that are necessary for the use of an automated external defibrillator outside the healthcare setting. Regardless of the training modality received and its duration, the person who uses an automated external defibrillator outside the healthcare setting must have the minimum skills and knowledge necessary to be able to perform a first care of cardiac arrest until the time of the arrival of the patients. specialized healthcare equipment, and will need to be able to:

a) Identify an unconscious person, an airway obstruction and a cardiorespiratory arrest.

b) Alert the health emergency services.

c) Apply basic cardiopulmonary resuscitation techniques.

d) Quickly and safely use an automated external defibrillator.

Minimum contents and development of the training course in the use of DEA DESA defibrillators

1. The training course on cardiopulmonary resuscitation, basic life support and automated external defibrillation will develop, in line with the recommendations of the Spanish Council for Cardiopulmonary Resuscitation, the following contents:

a) Theoretical introduction: Chain of survival, cardiorespiratory arrest, basic cardiopulmonary resuscitation and automated external defibrillator.

b) Practices: Basic cardiopulmonary resuscitation; use of the automated external defibrillator.

2. The training course in cardiopulmonary resuscitation, basic life support and automated external defibrillation will have an eminently practical development, with a proportion of at least eighty percent (80%) of practices, and with a learning methodology based on in the demonstration by the teacher, followed by the practice by the students.

Diploma or certificate justifying the possession of the required knowledge. For the purposes of the provisions of article 7.1 of Decree 22/2012, of February 14, it will be considered that a person is authorized to use an automated external defibrillator outside the health field:

a) If you have obtained an individual diploma or certificate from the completion of the corresponding training course in basic cardiopulmonary resuscitation and the use of an automated external defibrillator, with the passing of your evaluation, and provided that said diploma or certificate is issued either by the competent units in terms of training in the health centers of the Andalusian Public Health System, either by the Centers for the Prevention of Occupational Risks dependent on the Ministry of Economy, Innovation, Science and Employment of the Junta de Andalucía, or by the Mutual Insurance Companies for Work Accidents and Occupational Diseases; or is issued by any of the entities or institutions that are part of the Spanish Council for Cardiopulmonary Resuscitation; or it is issued and signed by a person who is recognized as an instructor by any of the institutions or entities that make up said Spanish Cardiopulmonary Resuscitation Council.

b) If you have an official academic certificate that certifies having passed the vocational training unit called "Basic Life Support" (UF0677), or that certifies having passed a professional module that includes said training unit.

c) If you have a certificate of professionalism, or a training program or specialization course, which includes the training unit "Basic Life Support" (UF0677) as content.

Cardioinsured Zones in Andalusia

Entities or institutions that are interested in it may make use of the registered logo and trademark "Zona Cardioinsurada" provided that they previously notify the Public Health Emergencies Company, who may verify that said entities or institutions comply with the provisions of the Decree 22/2012, of February 14, which regulates the use of automated external defibrillators outside the health field and creates its Registry, as well as the requirements that are determined below:

a) Have automated external defibrillators installed and operational in their facilities, in a sufficient number and in the appropriate location, so that at least 75% of the potential users of said facilities can have defibrillation applied to them in a time not exceeding 3 minutes.

b) Have prepared a training plan for their staff.

c) Have designed an adequate maintenance plan for the installed defibrillators, in accordance with their technical specifications and manufacturer's recommendations.

Any provisions of equal and lower rank that oppose the provisions of this Order are repealed and, in particular, the Order of the Ministry of Health of May 7, 2002, 00028565, which determines the Center and Institution that It will coordinate the Initial and Continuing Training programs in basic cardiopulmonary resuscitation and the use of external semiautomatic defibrillators and the authorization procedure for Centers and Institutions to teach courses is established.
