The Valencian Community forces to install defibrillators in public spaces, thus joining Andalusia, the Canary Islands, the Basque Country, Catalonia, Asturias and now Madrid.

The Valencian Community has published this week the decree that forces certain institutions, entities and companies to have a defibrillator, maintenance and training for its use.

Article 3. Spaces required to dispose of DESA:

The natural persons and legal entities responsible for the management or operation of the following spaces shall be obliged to dispose of the DESA, under suitable conditions of operation and ready for immediate use:

1 Transportation facilities: airports and commercial ports, stations or bus stops or railroad towns of more than 50.000 inhabitants, and metro stations with an average daily influx equal to or greater than 2.000 people.

2 Facilities, centers or sports complexes in which the number of daily users, taking into account all available sports spaces, is equal to or greater than 500.

3 Educational centers with a capacity equal to or greater than 1.500 perso · nas.

4. Public establishments with a capacity equal to or greater than 1.000 persons.

Article 8. Authorized personnel for the use of DESA

1 They are authorized for the use of DESA:

a) People who hold a Bachelor of Medicine and Surgery or a Bachelor of Medicine degree, a Nursing Diploma or a Nursing degree, or a Professional Training in Health Emergencies.

b) Persons who have completed official qualifications recognized in Spain whose program includes training in cardiopulmonary resuscitation, basic life support and use of DESA, with a content and duration that at least corresponds to that specified in the training programs.

c) People from the member states of the European Union who have completed the courses or programs required for this in their countries, after approval by the administrative unit with competence in training and teaching in health matters, if it is found that there is equivalence in content and duration with the initial and continuing education programs for the use of DESA. The homologation will be valid for two years from the date of completion of the course.

d) And all those people who have passed the initial and continuing training programs for the use of DESA.

2 Exceptionally, in those cases in which no accredited person is present for the use of the DESA, when the circumstance arises and in order to increase the chances of survival, the person may use the DESA, any person is present at the place of cardiac arrest and provided that it is in communication with the Emergency Information and Coordination Center (CICU) through the 112 emergency telephone number.
