New Regulation for the use of DESA in the Canary Islands

The past 18 of June approved the 157 / 2015 DECREE, which gives validity to the Regulation by which regulates the use of defibrillators semiautomatic and automatic external by the first intervening in the Autonomous Community of the Canary Islands.

In said Regulation, which regulates the use of semi-automatic and automatic external defibrillators located outside health centers, by the first intervening parties and the following registries are created:

1 Registration of Installation of DESA located outside health centers, attached to the Directorate of the Canary Health Service.

2 Registration of Training for Use of the DESA, attached to the School of Health and Social Services of the Canary Islands (hereinafter ESSSCAN) which will be structured in two sections:

Section I.- Accredited training entities to provide training courses. This Section will collect as a minimum the identification data of the entity (name and address) and of its owner, identification and qualification of the teacher (s), date of granting the accreditation and, if applicable, date of renewal of the same. .

Section II.- Accredited persons to make use of the DESA devices. It will contain the personal identification data, dates of issuance of individual training accreditations and dates of renewal of the same.

Regarding the training of the first interveners, it is established that graduates in medicine, graduates or graduates in nursing and health emergency technicians may use the DESA without being required the training that regulates the decree. Similarly, aq

People from other Autonomous Regions or EU member countries that have the training required by those places of origin, provided that it is comparable and that it has previously been declared equivalent by the corresponding entity, in this case the ESSSCAN.

In the ANNEX, the DESA is discussed in more detail, specifically, it must be installed and maintained in accordance with the manufacturer's specifications.

Within this annex, article 4 talks about the obligatory use by trained personnel of the communication to 112 and establishes that, exceptionally, previous authorization of the Canary emergency service (112) may be used by any person NOT trained as long as such use is to increase the chances of survival.

Article 6 establishes, among many other things, on the one hand;

  1. the places where it will be mandatory to have a DESA, highlighting:
    • Stations and interchanges of land transport in populations of more than 50.000 inhabitants.
    • All airports.
    • All commercial ports.
    • Hotels with more than 1.000 squares.
    • Facilities, centers, public sports complexes of populations of more than 50.000 inhabitants and with an average daily influx superior to 1.000 users, taking into account all their available spaces and those with less occupation that perform rehabilitative therapies. Those facilities for private use are excluded.
    • Establishments that are dependent on public administrations for populations of more than 50.000 inhabitants and with a daily average inflow greater than 1.000 users, taking into account all their available spaces.
    • Municipal theaters, auditoriums and congress halls with a capacity greater than 1.000 people.
    • Large commercial establishments and shopping centers.

    and the places where it is also recommended to install it in:

    • Stations and interchanges of land transport in populations of more than 20.000 inhabitants.
    • Installations, centers, public or private sports complexes with a daily average inflow greater than 500 people.
    • The hotels with 700 and 1.000 squares.
    • Ships and passenger planes operating inter-island lines.
    • Non-sanitary emergency services that may be first responders such as firefighters, local police and civil protection in populations with more than 20.000 inhabitants.
    • Educational centers with a daily average inflow superior to 2.000 people.
  2. On the other hand, the obligation to install a sign of the existence of DESA and the necessary signage for its correct location, as well as to locate the DESA in a visible place.

It also reminds the mandatory notification of the use of DESA to the competent authorities and the need to conduct the courses through entities approved by the ESSSCAN.
